“#CNYinIskandarMalaysia” Terms and Conditions (“Terms & Conditions”)


  1. Iskandar Regional Development Authority (“IRDA”) is organising the “#CNYinIskandarMalaysia Contest” (“Contest”), which starts on 26th January 2017 until 31st January 2017 (“Contest Period”).
  1. Prize

ONE (1) Grand Prize Winner (“Grand Prize Winner”) and FOUR (4) Lucky Winners (“Lucky Winners”) will be selected by IRDA at the end the Contest Period. The winner will, subject to these Terms and Conditions, win the prize mentioned below:

  • Grand Prize: 1 x Dine in at The Puteri Pacific Johor Bahru
  • Lucky Prize: 4 x CNY Hamper



  1. The Contest is open to all citizens and permanent residents of Malaysia (“Participants”) who resides in West Malaysia only.
  1. Employees of IRDA, their immediate family members, the appointed advertising agencies of IRDA, program organiser, their employees and immediate family members are not eligible to participate in the Contest.



  1. An eligible Participant may participate in the Contest through Facebook, Twitter or Instagram during the Contest Period.
  1. Participants are required to upload their entry via their personal Facebook, Twitter or Instagram account with official contest hashtag “#CNYinIskandarMalaysia”.
  1. The terms for the Contest are as follows:
  • A Participant must submit their most creative Chinese New Year photo, video or Boomerang through their personal Facebook, Twitter, or Instagram account.
  • A Participant must include the official contest hashtag “#CNYinIskandarMalaysia” upon uploading their entry.
  • A Participant’s entry must be set to ‘Public’ otherwise IRDA will not see your contest entry.
  • IRDA reserves its absolute right and discretion to accept and reject any entry submitted for the Contest if, in its opinion, the answer is not valid and/or false and/or contains inaccurate information and/or the registrant was ineligible to participate.
  • IRDA reserves the right to change/cancel the Contest without prior notification. For the avoidance of doubt, cancellation, termination or suspension by IRDA shall not entitle the Participants to any claim or compensation against IRDA for any and all losses or damages suffered or incurred as a direct or indirect result of the act of cancellation, termination or suspension.



  1. A Grand Prize Winner and 4 Lucky Winners will be selected based on the most creative photo, video or Boomerang. Winners will be notified by private message on social media platforms, email or telephone call or any other method of communication that IRDA may, at its absolute discretion, use.
  1. The winners must produce proof of identity when contacted by the IRDA contest assistants for verification and to process the shipping of the prize won.
  1. The prizes are not transferable and are not exchangeable for cash, credit or any other item, in part or in full.
  1. A total of five (5) Winners shall receive the prizes at his/her own risk and will accept the prize as it is. IRDA retains the sole and absolute discretion to change or select the colour and quantity of the prizes.
  1. Prizes offered:
  • Grand Prize: 1 x Dine in at The Puteri Pacific Johor Bahru
  • Lucky Prize: 4 x CNY Hamper
  1. In the event the winner fails to respond within two (2) days of being notified or declines to accept the prize, IRDA reserves its absolute right to irrevocably forfeit the prize and select another winner.



  1. Participants are not allowed to:
  • Submit answer that portray self-destructive behaviour
  • Submit answer with sexually explicit acts or content
  • Submit answer that portray acts and/or content that breaks the law
  • Submit answer with the intent to incite racism, sexism, homophobia, or other hate speech
  • Submit answer that portray defamation of other individuals
  1. Participants who do not comply with our rules of conduct will be banned from entering the contest.



  1. The protection of personal data is an important concern for IRDA. Any personal data collected during the Contest will be processed in accordance with the Personal Data Protection Notice of IRDA. By the participant submitting his/her personal data to IRDA for this Contest and/or during the Contest, the participant hereby consents to IRDA processing his/her personal data according to the PDP Notice.
  1. By participating in this Contest, the participant agrees that IRDA reserves the right to disclose the participants’ personal data in the event that IRDA believes that such disclosure is necessary to identify, contact or bring legal action against an individual who might cause or may be causing damage to or interfere with the Contest. IRDA may also disclose the personal data of the participants if required to do so by a court of law or other relevant body.
  1. Facebook’s Terms of Use will also apply to the Contest. Please refer to https://www.faceboocom/legal/termsfor the Statement of Rights and Responsibilities.



  1. By participating in this contest, the Participants are deemed to have read, understood and agreed to the Terms and Conditions stipulated herein and will abide by all decisions made by IRDA.
  1. IRDA reserves its absolute right to substitute any of the prizes with another prize of equivalent value, at any time, without giving prior notice or without assigning any reason whatsoever to the winners.
  1. IRDA reserves the right to cancel, revise, terminate or suspend the Contest without notice. Any cancellation, revision, termination or suspension of the Contest will not entitle any registrant, Participant or winner to claim any compensation against IRDA for any loss or damage suffered as a result of the cancellation, revision, termination or suspension of the Contest.
  1. To the extent permitted by law, IRDA makes no warranties, representations or endorsements, expressed or implied, written or oral, including but not limited to, any warranty of quality, merchantability or suitability or fitness for a particular purpose of the prizes and IRDA shall not be responsible nor liable for any problems, loss and/or damage thereto or arising therefrom. Any dispute in relation to the prizes must be settled between the winner and the supplier or manufacturer. IRDA will not be responsible for resolving such disputes and the winners are to liaise directly with the supplier or manufacturer for warranty information pertaining to the prizes.
  1. IRDA will not be responsible or liable for any problem, error (including error in notification of the winners), loss or damage of whatsoever nature suffered by the Winners due to any delay and/or failure in receiving and sending the entry form as a result of any network, communication or system error, interruption, omission and/or resulting from participation in the Contest.
  1. The results once announced are final and binding. The decisions of IRDA in relation to every aspect of the Contest, including but not limited to the type of prize and the winners, shall be deemed final and conclusive under any and all circumstances. No appeal, challenge, query or complaint from any of the Participants will be entertained. The receipt by any winner of any prize under the Contest is conditional upon compliance with any and all applicable laws, rules and regulations.
  1. IRDA reserves the right to ascertain if the Participant is a legitimate entrant. If the contest registration is found to have been tampered with, IRDA reserves the right to disqualify the Participant and his/her entry for the Contest.
  1. IRDA reserves the right at its absolute discretion to vary, delete or add to any of these Terms & Conditions contained herein wholly or in part. IRDA may terminate or extend the Contest Period without prior notice to the Participants.
  1. These Terms & Conditions shall prevail over any representations contained in any promotional materials (including without limitation printed posters or leaflets) or advertisements on the Contest.
  1. Any matter with regards to the Contest which is not covered in these Terms & Conditions will be determined solely by IRDA at its discretion.
  1. IRDA, its related corporations, directors, officers, employees or agents will not be liable for any loss (including direct, indirect, special and consequential losses), damage, or any injury that may be sustained by the Participant or by any person in connection with the Contest. All Participants assume liability for any loss, injury, damage or claim that may arise from participating in the Contest or use of any prize.
  1. Any federal, state and local taxes that may be imposed in connection with the prizes are the sole responsibility of the winners.
  1. These Terms and Conditions shall be governed by and construed in accordance with the laws of Malaysia. You agree to submit to the exclusive jurisdiction of the courts of Malaysia.
  1. All materials posted on our Facebook Page are subject to public downloading by third party viewers, and IRDA will not be held liable or responsible for any damages caused.
  1. This contest is in no way offered, sponsored, endorsed, promoted or administered by or associated with Facebook, Instagram or any other digital service provider.

Awareness Before Change Programmes

IRDA has early on and continued to conduct awareness and educational programmes with the communities highlighting the importance of participating in the economic and social agenda. Over the years, the programmes have increased the communities awareness and understanding of the positive externalities from the growth which related directly with the new economic activities in the region. Without a doubt, the programmes have helped in mitigating the risk of communities being left out from the opportunities.

Village Enhancement and Empowerment Programme

Unlocking the economic potential through rallying the participation from the local communities is one of the key agenda in Iskandar Malaysia social development framework. The gap in spatial development between cities and villages should not be seen as a major hindrance for the region in achieving its development goals. IRDA has invested in various projects which includes improvements in infrastructure as well as built environment of the villages to enable and to a certain extent enhance the business activities in these areas. IRDA introduced Village Enhancement and Empowerment Programme (VEEP) to sustain the dynamism of the villages and the communities with regards to growth in development nodes in Iskandar Malaysia. VEEP covers 23 villages and its project proponents comprise Kawan Iskandar Malaysia (KIM) and Iskandar Malaysia Pusat Orang Desa (IMPOD). KIM focuses on empowering the village communities through operationalising of social enterprises, and IMPOD supports in empowering youths in rural areas.

Urban Farming

The establishment of Iskandar Malaysia Urban Farming (IMURFARM) project is to enable the bottom 40% percentile of the income group to participate in small to medium scale food, mainly vegetable production for their consumption and sale. In the long run, the project will contribute to the reduction of food expenses component from aggregate cost of living (food is one of the three largest compositions of cost of living). Indirectly, the project optimises the use of designated open spaces in the urban area. This has improved the local community sense of belonging and cohesion. Over the years, the project has evolved in diversification in crop production as well as techniques. The communities who work on the farm have experienced sales growth up to 60% on average when compared to previous years.

IM Makmur

The core component of IM Makmur lies in the skilling and up-skilling process through training for members of the society who constrained in their ability to make a livelihood such as the physically challenged, single mothers and the low-income earners. Certain targets have been set for the programme to ensure the participants receive a positive impact such as improvement in income generation. The project has reported on average the participant’s income level has increased by about 40%. The income level of the participants before participating in the programme and after was compared. The types of training comprise motor mechanic, entrepreneurship, beauty care, food preparation & handling, and maternity care.

Smart Healthy City and Community Programme

The Smart Healthy City and Community programme in Iskandar Malaysia generally comprises two elements; educating and reaching out to the people and communities in Iskandar Malaysia to embrace a healthy lifestyle, and to encourage the conducive eco-system in enhancing the quality of life through awarding of Iskandar Malaysia Smart Healthy City Township Status. The programme has garnered participation over 20,000 people annually and proves that IRDA’s initiative to propagate social connectedness in achieving cohesive society regardless of cultural, ethnicity, education level and social status is working. “

Youth Development Programmes

Youth is such an important segment of the population in the world and similarly in Iskandar Malaysia.  In Iskandar Malaysia, based on current population estimates 2019 by Department of Statistics, almost half of 48% of its population is of those aged between 16 to 40 years old (Generation Y and Z; aged 16 to 30 at 29% and Generation X; aged 30 to 40 at 19%).  Based on the demographics itself, we can say that this quantum of the population is a great asset for Iskandar Malaysia if they are harnessed and utilised in the right direction.

A strategic and holistic youth development framework for Iskandar Malaysia has been developed to explicitly states Iskandar Regional Development Authority (IRDA)’s commitment towards placing youth at the epicentre of its development goal to transform Iskandar Malaysia to be a strong and sustainable metropolis of international standing.

IRDA has also been active since 2009 in crafting and executing many youth developments programmes to complement the national and state youth agenda in collaboration with various agencies and stakeholders which covers aspect such as infrastructure development, capacity building, mindset change, employment and entrepreneurship, and others.  Some of the key programmes are summarized below ;

Iskandar Malaysia Social Hero Award (IMSHA)

Community leaders who champion the agenda of social connectedness are given the centre stage in advocating good deeds in Iskandar Malaysia. Iskandar Malaysia acknowledges not only the leaders but also the personalities through an annual event to spot, recognize and celebrate those who are making the difference through social services. Dubbed as Iskandar Malaysia Social Hero Awards, the project is 100% run and managed by a not-for-profit entity and utilizes the social media platform for the members of the public to submit the nomination. The first event was in 2014 and the total number of nominations was 173. Cumulatively the number has reached 800 in 2019 which means it has incrementally inspired more people to take up charitable work. It was also reported that this initiative has encouraged individuals, organizations, companies to innovate in addressing new social challenges.

The award categories are disaster relief, animal and wildlife, public safety, education advancement, environment preservation/protection, health services, human empowerment, poverty and hunger relief, corporate social responsibility, social innovator, and arts, culture and heritage. A social impact rating was developed for the nominees, which are based on the social impact, frequency, visibility, sustainability, inclusiveness, ethics, and source of fund. 2019 was a special year for IMSHA since United Nation has joined the foray to benchmark IMSHA against global standard and at the same time promote the Sustainable Development Goals (SDGs).

Iskandar Malaysia Arts and Culture Programmes

Mobility among artists and cultural professionals has always been a prerequisite for the creation of new narratives, and to certain extend contribution to a responsible and sustainable community. To some, it has become intrinsic to their careers.  Iskandar Malaysia has introduced various initiatives under this agenda such as Iskandar Malaysia Beyond Boundaries Programme (IMB2P).  It has bridged the gap which hinders several artists and cultural professionals to engage with the wider spectrum of international partners. IMB2P has spurred participating artists’, practitioners’, and students’ mobility further through grant disbursement. The accumulated number of projects that received the grant has reached 43 and they are from the exploration & network, outbound, and inbound categories.

Efforts to improve the Public Arts as a medium to improve the sense of belonging among the local community, while improving the streetscape and liveability factor in the city is also ongoing.  Public Art Guidelines has been developed, and a pilot residency programme for local young artists to design the public art structure for Sungai Segget landscape was conducted.  The installation of these artworks that incorporates local character, historical and heritage elements will be a testament of Iskandar Malaysia’s acknowledgement of the importance of arts and culture as part of our holistic development plans.

Reach a policeman or ambulance

In an emergency, you may call our local police department, Polis DiRaja Malaysia (PDRM) or hospital at 999 or 112 from a mobile phone. You can still call this number even if your mobile phone is out of credit. The operator will ask you which service you need before connecting you to the police department.

You can also directly call the Johor Police Headquarters hotline at 07-2212 999 for emergencies or any enquiries or feedback.

The PDRM or medical officer will definitely asks you some questions, so be ready with some information in hand to get fast assistance. Be sure to always remember your address and your own mobile contact number. Stick it on your fridge or somewhere within reach if you are new to the neighbourhood.

Reach a fireman

In case of fire emergency, you may call the local Fire and Rescue Department (Bomba) at 994 or 112 from a mobile phone.


Iskandar Malaysia has been free from tragic natural disasters like earthquakes or volcanic eruptions. However, floods could occur during monsoon seasons, typically during the final months of the year. In case a disaster happens, you may contact the local Civil Defence at 991.

‘Sustainable Socio-Economic Recovery Initiative in Iskandar Malaysia’ or SECURE@IskandarMalaysia is a collection of programmes that will sustain the socio-economic recovery of the community and SME in Iskandar Malaysia through 3 areas which are capacity building, reskilling and upskilling, and funds and grants.

Rumah Iskandar Malaysia (RIM) is a gated housing project developed by IRDA on a 60-acre land with 1,500 apartment units in Iskandar Puteri.
